Quality management within the Customs Service according to ISO 9001:2008
The efforts of Customs to continuously improve the quality of customs administration has led the Customs Service of the Republic of Moldova to implement the quality management system in accordance with the International Standard ISO 9001:2008.
The first step toward achieving this objective was made in December 2013, when the Headquarters and Ungheni Customs House, as pilot subdivisions, obtained the Certificate of Compliance of the quality management system to International Standard ISO 9001:2008. During 2014, the Customs Service conducted a number of activities required to consolidate the quality management system and extended it over all territorial subdivisions. Thus, another 6 customs houses were included in the system so as to ensure the consistent use of standards in all customs houses.
In August 2014 the auditors of the certification body, a member of the International Certification Network – IQNet - confirmed the compliance of Quality Management Systems of the customs houses with the International Standard ISO 9001:2008 and supported their certification.
As a result, on the occasion of the Customs Day, the Director General of the Customs Service received the Certificates ISO 9001:2008 for the 6 customs houses.
During the celebration, the Director General of the Romanian Association for Quality Assurance, Mihai Căpăţină said: “The management and all those involved in ensuring smooth running of processes and activities have contributed to this success, ensuring good results and progress at the organizational level through awareness, implementation and fulfillment of the requirements of ISO 9001:2008,and its own policies and objective, as well as at the strategic level through an enhanced communication.”
The Director General of the Customs Service mentioned that “By obtaining the ISO 9001:2008 Certificate, it testifies the success of reforms boosted by the Customs Service in recent years and at the same time it shows to the citizens and business community that they can be confident the Customs Service will continue to provide quality, sustainable and transparent services.
It should also be mentioned that the Customs Service provided training for internal quality management system auditors in accordance with the International Standard ISO 9001:2008 and built up a team of internal auditors able to ensure the smooth running and development of the quality management system. This team, in its turn, provided training to the staff members of the Customs Service on quality management in accordance with the international standard ISO 9008:2008.
The Customs Service is the first public authority in the Republic of Moldova that managed to implement the Quality Management System in all its subdivisions. This is in line with the objectives of the Public Services Reform Program, approved by the Government of the Republic of Moldova. Concurrently, the development of quality management in customs administrations is a clear trend in the European Union that is a strong argument for credibility for the national customs system that allows the Customs Service to come closer to the European standards.
