
The Customs Laboratory is a subdivision (with the status of Directorate) of the Revenue and Customs Control Department of the Customs Service, created in line with the provisions of the Customs Code of the Republic of Moldova with the goal to conduct laboratory research/tests and assessment/evaluation of goods for customs purposes.
Upon the requests of customs officials, as well as other public authorities with control functions, the Customs Laboratory carries out laboratory research/tests of samples of goods, and conducts the assessment/evaluation of goods for the following purposes:
- perform laboratory tests to check the correctness of declaration of imported/ exported goods;
- identify narcotic substances and precursors;
- identify goods, by matching the characteristics of goods with prescribed criteria;
- specify the characteristics of goods in case of investigation of customs offences;
- determine the quantity, integrity of goods, technical condition of equipment and means of transportation, destination of goods based on their characteristics, etc;
- determine the year of manufacture of means of transportation and their components;
- determine the market value of goods for subsequent calculation of the amount of penalties in case of offences;
- other types of research, examinations and evaluations for customs purposes.
The Customs Laboratory also trains officials from territorial customs offices to sample, label, seal, transport, and submit samples for laboratory tests.
The unit provides methodological and practical assistance to customs officials in regard of sampling, minimum quantities for various goods, in accordance with the customs regulations.
Following the documentation and implementation of an adequate management system, and the fulfilment of requirements of standard SM EN ISO/IEC/17025: 2018 General requirements for the competence of testing and calibration laboratories, the MOLDAC National Accreditation Authority accredited the Customs Laboratory of the Customs Service in the accreditation field: Laboratory tests for petroleum products, food and textiles, Accreditation Certificate no. LÎ - 108.
The Customs Laboratory uses methods and procedures connected to other customs laboratories, in order to ensure uniformity of results and their interpretation. The accreditation areas shall be extended in the future.
Accreditation of the Customs Laboratory will ensure reliability of the test results. The capacity of the Customs Service to carry out laboratory tests for customs purposes contributes to facilitating the cross-border flow of goods by creating a modern institutional framework, in line with the European practices.
