The Advisory Committee (AC) is a platform of communication with the business environment, and a mechanism for building the transparency of the customs authority activity. The AC pursues the goal to raise the civil society awareness regarding the policy promoted by the Customs Service, as well as to familiarise the economic operators with the expected amendments to the Customs legislation.
An active involvement of the entrepreneurs in decision-making process has become an indispensible condition in creating an environment favourable for the development of foreign trade. Therefore, it is essential that the associations of transporters, exporters, customs brokers etc. become trustworthy partners of the Customs Service. From this standpoint, the Advisory Committee provides an opportunity to tackle the customs legislation and procedures as a whole, enabling also the identification of a set of complex measures, aimed to improve the legal framework, in line with the international standards.
As per the Regulation, the Advisory Committee is a consultative body, and all its decisions are approved based on mutual understanding.
The main objectives of the Advisory Committee are as follows:
- enhance the dialogue and information exchange between the Customs and business community, on issues concerning the use of customs legislation and practical challenges related to the movement of goods across the customs border;
- increase transparency in issues related to the customs procedures;
- raise awareness of the business community on activities and policies promoted by the Customs Service, as well as its acquainting with the expected amendments to the Customs regulatory framework, aiming to assess their potential impact on the activities of those concerned;
- improve and streamline the customs procedures by means of legal approximation of the Moldovan regulatory framework to the EU acquis and with the relevant international standards;
- implement the best international techniques and practices in border crossing procedures;
- evaluate specific circumstances, with a view to eliminate potential barriers;
- ensure an uniform application of customs regulations by entrepreneurs engaged in international trade;
- create a competitive business environment and promote loyal competition in foreign trade.
